libgsm-tools software package provides User binaries for a GSM speech compressor, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgsm-tools
libgsm-tools is installed in your system.
Make ensure the libgsm-tools package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgsm-tools *
You will get with libgsm-tools package name, version, architecture and description in a table
